OpenAI's government push is impressive, but let's talk about what it actually means

Here's where I get skeptical. Not cynical, just... skeptical. Government AI deployments have a long history of looking great in press releases and then sitting mostly unused. I remember when IBM Watson was going to revolutionize everything from oncology to city planning. Some of those projects delivered. Most quietly disappeared.

The Greece education deal is interesting because it's explicitly about AI literacy, not replacing anything. That's probably the right approach for schools. But it's also, let's be precise, a marketing and goodwill exercise as much as anything else. OpenAI gets to say they're helping educate the next generation. Greece gets to say they're forward-thinking on technology. Everyone wins, and the actual impact remains unclear.

The defense deployment is harder to assess. OpenAI says it's "safety-forward" which is the kind of phrase that could mean almost anything. What are defense teams actually doing with ChatGPT? We don't know. Probably can't know, given the classification issues.

The advertising announcement buried in the noise

What caught my eye more than the government stuff was the quieter announcement about advertising. OpenAI is going to start testing ads in the free tier of ChatGPT.

Now, they frame this as expanding access, making AI affordable for everyone worldwide. And sure, that's probably partly true. But it's also OpenAI admitting they need more revenue streams. Which makes sense, given their burn rate, but it changes the product in ways that are hard to predict.

I've seen this movie before with other tech platforms. Ads start small, tasteful, unobtrusive. Then they grow. Then the product starts optimizing for engagement rather than utility because that's what advertisers pay for.

Maybe OpenAI threads this needle. They say they're protecting "privacy, trust, and answer quality." I genuinely hope that's true. But I'm old enough to remember when Google's motto was "don't be evil" and Facebook was about connecting with friends.

What I'm actually watching for

The million customer number is a vanity metric until we know more. Are these enterprise deployments with real integration, or are they teams that signed up for ChatGPT Enterprise and used it for a month? The government contracts are more concrete, but implementation is everything.

If I were still in the industry full-time, I'd be watching for two things. First, actual usage data from these government deployments in six to twelve months. Second, how the advertising model affects the free product's behavior.

For now, it's too early to say whether this is OpenAI becoming a genuine enterprise and government infrastructure player, or whether it's a well-timed publicity push. Probably some of both, honestly. That's usually how these things go.
